About a few month ago Osama bought radioactive waste in Russia (for very reasonable price) and made a bomb which can contaminate mediun-size city with highly radioactive dust.

Both sides were happy with the deal: russian waste agency got rid of some waste and even got money for that, and Osama (customer) got what he wanted.

This kind of deals became possible mainly due to "free marketization" and decentralization of russian economy.

Supply and demand is now the main rule in russian economy, and democracy made possible for local authorities to make decisions based on their own interests, not on the interests of somebody in Moscow (as it used to be in centralized economy).
