Einstein is saying that consistent theoretical predictions which are empirically verifiable, and repeatable, can be considered real in some universal sense. We can universally agree that a theory consistently makes the same prediction [wrt some aspect of nature] and that it can be [and has been] empirically verified in repeatable tests.
