God is that 'force' in the world that influences the world toward order and possessing something called 'meaning'. God gives meaning to the world.

Also, I think God's will is both active and passive. The passive will is that which allows certain events to occur according to their natural probabilities. An active will is that which occurs despite natural probabilities and therefore are visible to us as coincidences.
