This is deeply incorrect. All forces and and natural laws being mathematical consequence of only few fundamental symmetries, are related. You CAN NOT take only one law and modify it without proportional change of ALL related laws, forces and objects. Thus, in most cases you just scale up or down size of objects or rate of their interaction. But so what? Does it bother you if atoms (and us) were 10 times smaller of if we walk 10 times faster?

Also, Universe has variety of stars, planets, moons, asteroids, dust, etc - all possible temperature, energy, gravity, radiation, size, luninosity, etc conditions and range of physical systems and chemical compositions are available. If in our universe you can find extremely broad conditions and physical/chemicl systems, nodoubt that in another universe with different physical constants there will be plenty of complexly evolving systems which we may call life. Their intelligent "philiosophers" may even argue over their internet how unlikely could be to find such life as their own in the universe with slightly different than "their" physical constants.
