I think the MP is 'intelligent', and it could act in many diverse ways giving it multiple 'identities'.

Remember, the MP is opportunistic from A to B. If A to B is a minor strategy, then it looks like a 'dumb' law. For example, gravitational law is guided by the MP, but the strategy can be cited in a few equations and it has to do with a few variables (e.g., mass, distance, etc). Whereas, a major strategy, such as complex systems, the guidance by the MP would be much more sophisticated and the opportunistic path would act and behave intelligently.

Multiple 'identities' can be involved since there are to be expected numerous of paths all requiring the MP to act upon. Some paths can even conflict. For example, because the MP is opportunistic it might create incentive for parasites to evolve. This might conflict with another MP goal to bring eventual harmony (for example) in creation. There must be some type of conflict resolution where compromises are required. That is, perhaps the main goal is sometimes withheld so that parasites can evolve, and othertimes evolution of parasites is prohibited so that the main goal of eventual harmony (for example) can be seen to make progress for that goal.

Perhaps I'm not understanding you clearly, but in my view the MP is not controlled by observers, it is a matter-of-fact result of goals and objectives which are imposed by reality. The highest goals and objectives are God's will, and all the actions of the MP are simply reductions from that overall will.
