The conflicts of GR and QM will be resolved, but Dick is not in the position to resolve those difficulties (nor do I think he claims to resolve those theories). Physicists are working on a quantum theory of gravity that when fully understood is hoped to explain the discrepancies of GR and QM.

Gravity is not the only force that had problems between the classical realm and the quantum realm. The discrepancies of electromagneticism were solved by QED, the discrepancies of the weak force was mostly solved by the electroweak theory (standard model), and many of the discrepancies of the strong force are solved by the eightfold way. We are still waiting for a GUT (or electroweak-strong theory), and a TOE (or electroweak-strong-gravity theory). These are all quantum theories. It takes time to unify fundamental theories of nature.

Dick's model, as he has insisted many times, is not concerned with every avenue of modern physics - including a resolution of GR and QM. He said this in response to one of my many criticisms. I don't think Dick is claiming to have solved a quantum theory of gravitation.
