Wouldn't Time Universally Slow Down Then?

Time slows down at higher volocity or gravity. So if there indeed was a big bang, wouldn't this mean that at the first billion years or so time was much faster, slowing down to what we have now. If this is true then wouldn't the universe be younger than 15 or so billion years if measured by our time? It seems there would be no accurate way of measuring time if the general time of the universe is always changing.

Also, I've always wondered if the gravity of our universe has always been the same, or if it's changed. Was there less gravity in the first years of the universe(assuming it began), or has the amount of gravity been constant.
