Show Me A Law That Is Not A Theory

And in addition all observations outside of the quantum realm support GR.

On the basis of your post, there are no natural laws, for there is nothing that is supported by all observations. The quantum theories are incomplete, purely statistical and GR does not predict quantum effects.

GR is presently the most complete naturallaw that we have.

I am familiar with Hoyle's cosmology, but I have not heard of his new theory of gravity. Can youprovide a reference.
