I thought General Relativity was still classed as a theory!

To become a law, General relativity, all observations required must support it.

Now, General relativity predicts the existance of gravity waves.

So far, we have not observed these (I think there will be a satellite launched to do that job).

Now, until all phenomena predicted by GR are observed. Gr will remain a theory and not a law.

Professor Fred Hoyle recently published a new theory of gravity. I don't know anything about it, but the old establishment who fiercely support GR tore his theory to bits without putting it to the test.

So much for the open mind approach scientists are supposed to have!
