It is not wrong for God to kill because He gives life which continues after this earthly existence.

It is wrong for mankind to kill because we are unaware of the results killing may cause.
To say it is wrong for God to kill would be reducing Him to our level of motives and understanding.

God kills a baby in I Kings 14:13 because “There was some good in him” apparently to spare him the ramifications of leaving him with his parents.

Must God allow any atrocity to occur?

No, but some are necessary.
It is merciful to cause suffering here for a short time if hell is avoided.
