At frequencies below about 1 Ghz, there is intense cosmic radio noise due to radiation from relativistic electrons orbiting in the magnetic fields of the interstellar medium. Quote from Frank Drake. (www.seti.org/science/ph-bg.html)

So the search is being done from 1-3Ghz even though the CMBR radiates in that region(1-20Ghz).

So I am dead wrong about detectable radio waves transmitting to space. I remembered Morrison wrong and believed a fellow (former) employee who has donated his PC to the project.

However, govt cancellation does not imply bad physics- the SCC is an example of govt cut at about the same time 1993.

On the other hand, govt support does not mean good physics either- missile defense.
