It does not hold any water. Calculate a phase shift due to reflection from moving boundary - say 15 billion light years away from Earth with Earth moving with v=0.1c versus the boundary (say, for a wavelength w=0.5 micron)- what do you get?

There are few other flaws, but answer just this one.
