Where The Heck Am I ??

At various times on my search for new "stuff" I am often asked my Location by Latitude and Longtitude (Degrees, Minutes and Seconds for both)

They unsually have major cities listed but I'm smak dab in the middle of Florida......Lakeland to be exact.....and not one of my reference books can help on this issue. Lame question I suppose but beginners must bow to pride.

Here's another....how is Universal Time determined and is there a site I can update.
