According to the latest cosmological theories about the origin of the universe it appears that the universe is completely self generating. All the forces required to start the universe can be described mathematically (of course) and there is no longer a need for a supernatural force to get the process in motion. And yes, Hawking is correct in studying the forces at the quantum level in order to get an idea about how exactly the universe started and how it will behave on the largest scales. Physics simply doesn't allow room for a supernatural force in the universe as we know it, and nothing can happen which is outside the laws of physics.
