The condition of a collision only depends on the velocity between the colliding entities.
It has nothing to do with the velocity a third party ( You ) would assign to either entity.

It is not relative.

The velocity can only be measured from the coordinate systems of one of the colliding entities.
Both entities will record the same differential velocity magnitude.

A slow collision causes wave effects and allows field or wave interaction to predominate.

A fast collision cause particle effects and does not allow field or wave interaction to predominate.
