The universe took at least a million years to settle down into anything resembling a configuration.

God in its not so infinite wisdom, realized that if animals (that would eventually appear) got to be too large, they would stabilize and interfere with the evolution of intelligent species.

So it designed in periodic castrophies like asteriods to keep down the max size. Flipping magnetic fields and periodic ice ages have similar effects on a lessor scale.

Actually, the dinasaurs overcame all these by learning to migrate on a seasonal basis.
