Well, that's not true because everyone has different DNA, brain structure, memories, and experiences to influence the decision making process.

Here is the process. Information is fed into the brain, and the brain weighs the data on both sides to come to a decision.

And if you think about it, there are two possibilities. Either you have no free will, and your brain decides things on its own, in a linear unalterable process, or your brain acts randomly, and picks a choice based on a neurological coin toss. So, which is it?
