The more atheistic the government is the more willing it should be to discuss its mistakes partly because the danger of admitting error is less (they could be removed from office and live a miserable rest of their lives).

The more religious the government is the more likely it should be to hide its mistakes, partly because the danger of admitting to error is greater (eternal damnation as well as removal from office and a miserable life).
