Greg acknowledges the inherent contradiction involved in determinism and free will. If God is entirely omniscient and can predict all our futures before they turn out... then effectively, he created certain individuals knowing full well that they will go to hell (or at least these individuals would cause enormous suffering towards others).

It`s tantamount to a married couple who insist on having children in a poverty stricken slum, even though they know full well that having kids will mean that these children will grow up in sub habitable conditions, and most certainly produce kids that live only up to age 5 or so. Now God presumably has far more foresight than any human... so all the things that happen in the world have predictable consequences by God. Did God fully understand the implications of creating a Hitler? God of course is all powerful, so he could`ve changed any aspect to avoid such a situation.
