Judging those who compete in a competition is not the type of judgment to which the bible refers.

The bible refers to judging (condemning) others, when we ourselves are guilty of sin as well. If we have sin, (which we all do) then we are no longer able to judge others for their sins (condemn them).

The only way we can have any kind of order is if a justice (not fairness) system is set into place which uses predetermined laws by which it judges individuals for their crimes (actions that violate that set of laws). If a court shows leniency on account of the Judge thinking back to his days of lawlessness and how he did the same thing, then justice has given way to fairness. Fairness is governed by human emotion, whereas justice is governed by standards set up. Justice is not a human judgment, justice is the standard by which social order is maintained.

In answer to the original question, no, in my experience judge not lest ye be judged does not appear in the Old Testament.
