The disciples were asking if the man sinned between conception and birth not in a former life.

In Luke 1:44 John the Baptist is capable of Joy while in Elizabeth’s womb.
I understand this may be hard to understand in our culture which considers an unborn baby a biomass, but in that culture life was considered to begin at conception.

But as to the question of reincarnation....
It states in Hebrews 9:27 that man is appointed once to die and after this to be judged.
So a human is given only one body on this earth.
His actions are then judged.
