If you read the text closely you will discover that the sun and the earth (mass) are created in verse 1 and light is present on the Earths surface in verse 3 before vegetation was created in verse 12.. The rest of the chapter after verse 2 is an account of the “recreation” of the surface of the Earth ( which includes the oceans and the sky ).

So the sun was created before vegetation.

You seem to be assuming (incorrectly) that the greater light and lesser light in verse 14 is the sun and moon.

This may be new to you and I have no idea if your interested so I will leave it here unless you respond.
