your statement reminds me of what an old army chum (whose civilian interests were feedback systems, the kind used for missle guidance)used to like to say, "remmember everything is feedback"
he would explain that statement by explaining how a guided missle hits its target. the missle often starts out pointing way off from the intended mark. through feedback the missle guidance system makes a correction that points the missle towards it's mark, but still the missle is off track. again feedback comes into play and the missle guidance system reorientates the path of the missle towards the mark. this cycle of missle being off track, feedback, path correction is played out over and over until through a series of wrong paths and corrections the missle finally hits it's target.
scientific theory is analogous to the above in that we never quite get "it right" but we apparently are getting closer and closer to getting it right.
