"So has anybody ever heard of hell as a place for evil people to reincarnate. If so, please let me know. It might be an original thought all together"

i haven't heard of it.

my thoughts regarding reincarnation/hell is that it is not a very satifactory way for God to deal with evil (at least from a human perspective of the use of power) but perhaps a necessary one.
the best way from the human perspective of dealing with an enemy is to crush the enemy totally. but since good appears to be necessary for evil to exist it would seem that unless the universe (as we know it) comes to an end that reincarnation could at least be an option. since it is an option it more than likely does happen.
reincarnation would seem a ominous way to punish evil and reward good.
Moore's law, if anything can go wrong it will and at the worst possible time.

regarding Moore's law has anyone ever heard of a theory that has integrated it into the laws of physics?

regards tim
