It's The Speed Of Light In Vacuum That Counts

It has not been slowed in vacuum. There is evidence from measurements of the fine structure constant that it was one milliomth faster (or slower???) 12 billion years ago. But that would just chnge the age of the universe by 12,000 years out of 12 or more billion.
