I think this is agreed upon by the investigatory
agencies of the world...yet I feel you might be thinking of "conscious" in a sense that is more transcendant than what those agencies do: "information gathering and processing to become more aware of matters pertinent to our mission statement."
Would you be willing to elaborate on
how the meaning of "conscious" should transcend
intelligence gathering? If I am on the wrong track, please elaborate anyway.
