You have to decide on a frame of reference. However, this factor is incorporated in physical theory.

I know where you are headed with this (absolute position, etc), but this is a philosophical issue which I already mentioned is tolerated within physical theories. There is nothing mathematically inconsistent as long as we apply our observations against the theory's terms and stated means on how to apply its predictions (e.g., classical theory is valid in a classical regime, quantum mechanics is valid in a quantum regime with a few exceptions in terms of certain classical sized objects that exhibit quantum behavior).
