I guess Smolin's answer is that the fine tuning and the production of universes from black holes are both results of string theory and its set of axioms. Greene's book "The Elegant Universe" speaks of the mechanism for producing a new universe from a black hole, if I remember correctly.

On the other hand, Andre Linde's coismology, as far as I can tell, does not yield fine tuning. It is truly chaotic.

Since the universe seems to be fine-tuned, that argues for the black hole creation cosmology.
