Because he is outside of it. Therefore, with no means to influence events inside of time and space as we indeed see by their "natural" (mathematical) dynamics without need of gods. Because then He woud have to obey "insiders" natural rules (relativity, etc) and would not be able to do anything interfering with those natural rules anyway.
