Does The Human Brain Work Better In Colder Environments?

This might seem to be an off the wall question, but generally it seems to me that colder environments have produced societies with higher education standards, more industrialization, and (unfortunately) a higher capacity to colonize. Is my view incorrect, or is there perhaps coincidences that I might have missed?
