Clocks are IDENTICAL (say, H atoms) and two passing by each other guys simply count number of oscillations of EACH clock they see. They use the SAME methods of observation and counting (say, marking on their own papers).

So, there is NOTHING asymmetric from each other's point of view (ref sys.).
