So, Who's Time "flows" Slower?

Two observers (say, John and Bob) move with speed 0.866c versus each other comparing rate of each other's clocks when they pass by each other. John claims that Bob's time flows 2 times slower than "normal", but Bob claims that it is Johns time which flows 2 times slower. They contest in court. Which claim is valid?
