Richard,

The magical part is the properties of dark matter that are supposed to make consciousness possible. What would that be exactly? Neutrinos travel close to the speed of light, extremely difficult to detect, etc. As far as cold dark matter, our brains work at room temperature. What kind of cold matter could possibly exist in our brains?

I'm interested, but I just see many obstacles to such a possibility.
