the vernal equinox can rise and set because it moves west wards by about one-seventh of a second arc daily because the effect of precession, and the sun moves through it every so often, and this is the 0 on the point of the RA.

the meridian is used to estimate the longitude and and features, as the body rotates.
and the zenith is a point 90' deg. from the horizon.
