Tracking The ISS?

I've heard the NexStar GPS tracking of the ISS is done in a 'leap-frog' fashion. Is this an accurate statment?

If I was only planning to observe, this may not be an issue; however, I would like to photograph as well and I feel this might be unacceptable.
