I think you have relativity backwards. A stationary observer's time remains constant. The observer observes the object on a near-light speed ship to be moving slower. If the stationary observer looks at a clock on the ship, he/she will then believe that time on the ship has slowed down. However the object on the ship sees the observer moving much more rapidly than normal. If the object looks at a wristwatch on the stationary observer, it will notice (assuming that it can notice) that it is going faster. The object would then assume that the stationary observer's time has speed up. (It of course does not feel the effects of time slowing down and always believes its time to be normal) The same applies to a stationary observer and an object falling into a gravatational well. Relativity 101.
