Gravitational potential energy converted to kinetic energy is observable in only the one frame of reference, that of the observer near the event horizon, and if captured by the hole it does not add to the hole's mass energy. If it converts to rest mass through the neutrino/matter interaction mechanism, then the kinetic energy derived from the gravitational potential does add to the mass energy of the hole. You state above that if the two photons are captured by the hole they do not add to the hole's mass. If those two photons could have been converted into rest mass before capture then they would add to the hole's mass and violate energy conservation. That's how neutrinos do work. They convert kinetic energy from gravity into rest mass before capture.
