I am not so sure that a virtual photon particle pair can tap mass energy from the black hole without the Hawking/Bekenstein radiation mechanism - which is based on negative energy capture by the hole, whatever negative energy may be. I am not even sure that virtual photon particle pair production is possible since a photon is its own anti-particle and there would seem to be no annihilation mechanism to satisfy the uncertainty relation for the borrowing of vacuum energy involved.
