Well, action and reaction pair always act on DIFFERENT bodies, so it CAN NOT be compensated. For example, you pushes SOMEONE (in vacuum, or in weightlessness, or wherever) with the force F, and due to reaction he exertes force on YOU equal -F, so you move away from each other (repell).
