If you assume a Schwarzschild black hole, i.e. only mass characterizes the black hole, then the mass of your black hole can be deduced from,

1) m = rc^2/(2G),

or roughly 1e-4 solar masses. Using this, the tidal force outside the horizon needs to be calculated such that the difference in gravitational acceleration exceeds subatomic forces (I'm assuming you're looking for a disintegration type effect in the surrounding material outside the event horizon). This can be calculated from,

2) r = ((16pi^3GLm/a)^.333)/(2*pi).

This will give the radius of atomic breakdown based upon G, a gravitational constant (1.327e20 solar mass), L, distance between subatomic particles (meters), m, mass of the black hole (1e-4 solar mass), and a, acceleration required to "rip apart" subatomic particles (m/s^2).

I ran through this kind of quickly and didn't plug in the numbers for you at the end but this should put you in the right direction.
