General relativity is a local theory and in curved Space-time anything larger than a point becomes a different frame of reference. The difference in perceived time dilation also depends on the size of the boundary region, that is why the "faraway stationary observer" term is used. In practice any separation greater than 1.5 times the Swartzchilds radius is sufficient. In fact for an small BH a few centimeters would be enough.
