How is this figure determined to be the value it is... by what rule, calculation, hypothesis, etc., and what does "semi-stable" mean in reference to an orbit? How is this imlied distance for this orbit obtained and if it is only "semi-stable" how does the word "maintained" apply to it?

If it can be maintained, it's stable, if it can't, it isn't.

An orbit is either stable or it isn't.
