1. No. In special relativity nothing can exceed the speed of light. Even under GR nothing can locally exceed the speed of light. 2. No again. 3. No. Once anything has reached the event horizon it is forever trapped. The only way anything can (loosely) escape a BH is via Hawing radiation. 4. There is no such thing as a non-spinning BH except conceptually. The singularity of a Kerr (spinning) BH is a torus whereas in a conceptually non spinning BH it is a dimensionless point.
