Assume gravity is an attribute of elemental particles.
Assume elemental particles are of two types, positively charged (positrons) and negatively charged (electrons).

The gravitational field would always be attractive.
The electrical field would be attractive between unlike particles and repulsive between like particles.

Because of gravity the force of attraction between unlike particles would always be greater than the force of repulsion between like particles.

There would always be a tendency for matter to aggregate.

Such aggregations would be unstable because, as the mass increased so would the net attractive force, until two like particles are forced to critical proximity resulting in fission.
