The electromagnetic force affects charges. Gravity affects masses. Gravity attenuates asymptotically to infinity. Presumably, emf does also. Their relative gradients of attenuation are not known. When two unlike charges come together, much, if not all, of the effect of their charges is neutralized and they behave as a simple gravitational 'particle'.
