Can Light Escape From Under Event Horizon?

Suppose, you try to observe a photon born at event horizon (EH). As the photon ascends, it loses its energy (color) until it loses it all at infinity. But what if you are NOT infinitely far from black hole (BH), but just a short distance from EH. Then the photon at this distance is still full of energy and thus is easily seen by you. Now, suppose another photon is born slightly BELOW the first one (=just below event horizon). Question: can you see it being just outside of the EH?
