Is Math A "human Product" Or Is Universe A Product Of Math?

I think, universe is such because of mathematics and mathematical rules. Theyt dictate what phenomena can and what can not exist. Consequences of those rules are what we call "natural laws" (like: inverse square, numerous conservation laws, Heizenberg and Pauli principles, relativity rules, etc.).
