Yes light speed is the speed of visable light as the higher frequencys of light have a limited range that they can travel a good example is the way in which light diffuses underwater and in the atmosphere also radio waves if you broadcast at a high megahertz admitidly you have a very powerful radio but the lower the freq but greater the volume or energy the longer the signal lasts don't know if that made much sense but hope irt helps
