Ok, suppose you radiated photon from Schwarzchild distance R (event horizon for distant observer = EHDO). The photon will start lose its energy, but will still EXIST at any FINITE distance from the event horizon (but due to loss of part of its energy will be red-shifted). Only at INFINITE distance from EHDO it will lose ALL its energy.
