No, magnetic field does not contain photons. Magnetic field is simply electric field of MOVING, not STATIC charge. When charge moves, space contracts. Electic field thus looks different. The disfference between electric field of moving and static charge is what we call a magnetic field. No motion - no difference - no magnetic field.

Motion of electric field with acceleration is what we call e/magnetic disturbance, or e/m radiation, or radiowaves, or photon (all are different "labels" stressing different "faces" of the same phenomenon - electric field of charge being accelerated).
